What the package proves
A manifest binds dated files, hashes, diffs, and crawl metadata. It helps later readers re-check the package bytes and understand what was included or deferred.
What it does not prove
VESTA does not certify source truth, official meaning, legal effect, model behavior, or policy compliance. Interpretation stays outside the evidence receipt.
Working boundary
The name carries the case; the method stays visible.
If V(t) = {S(t), W(t), D(t), M(t)} is a seed list, WARC snapshot, diff, and manifest at time t, VESTA asks whether the observed evidence package is inspectable and bounded, not whether a public authority or reviewer should accept the substantive claim.
